What would a Canadian national languages strategy look like?

Un pays doit être fidèle à ses racines. L’une de nos racines canadiennes est notre dualité linguistique.

L’un des aspects incontournables de ce pays demeure que la vaste majorité de ses habitants parlent le français ou l’anglais et que moins de 2 p. 100 des gens qui y vivent aujourd’hui déclarent ne parler ni l’un ni l’autre.

Notre histoire assigne au gouvernement du Canada le devoir de contribuer à rendre accessible à tous les Canadiens le double héritage que représentent pour notre pays nos deux langues officielles, le français et l’anglais. Ce double héritage appartient à tous les Canadiens.

La dualité linguistique n’est pas seulement l’une de nos racines, elle est aussi l’une des conditions de notre succès futur. Le Canada a l’immense chance d’avoir deux langues officielles qui sont des langues de stature internationale. Le français est une langue officielle de 24 pays dans le monde, l’anglais de 40. L’Organisation des Nations unies compte le français et l’anglais parmi ses six langues de travail. La langue la plus fréquemment connue par les Européens, en plus de leur langue maternelle, est l’anglais, suivi par le français.

Nos deux langues officielles sont les deux volets grands ouverts d’une fenêtre qui nous donne accès au monde. C’est à tort qu’on a dit de notre dualité linguistique qu’elle nous isole en deux solitudes. Il serait bien plus juste de dire que nos langues officielles sont « les deux complétudes ». Ensemble, elles nous familiarisent d’ailleurs avec le pluralisme linguistique et l’apprentissage des autres langues qui sont parlées chez nous et ailleurs dans le monde.

Dans ce monde de plus en plus global, où les communications revêtent une importance toujours plus grande, où l’économie est de plus en plus axée sur le savoir et l’innovation, le Canada doit prendre plus que jamais appui sur sa dualité linguistique et le caractère international de ses deux langues officielles. Cela lui donne un avantage concurrentiel important. L’accès à deux langues internationales parmi les plus vivantes est un atout sur les marchés de l’emploi et accroît la mobilité des personnes.

Certes, les écoles d’immersion au Canada anglais permettent à des millions de jeunes Canadiens de faire l’apprentissage du français, mais il y a encore trop peu d’opportunités de poursuivre au niveau postsecondaire à l’extérieur du Québec. Partout au pays, il faut créer une culture et un cadre d’apprentissage dans lesquels la connaissance de la langue seconde (l’anglais au Québec et le français dans le reste du pays) n’est pas seulement vue comme une opportunité, mais bien une nécessité. Ce sont tous les Canadiens qui en bénéficieront.
